Health Insurance Counseling & Advocacy Program (HICAP) HICAP Services of Northern California (HSNCThis service assists individuals and families with Medicare problems and other health insurance concerns. Through individual appointments and through community education, volunteer counselors who are registered provide objective information on Medicare, Medicare supplemental insurance, managed care, long-term care planning and health insurance.
